About Bhoomitra
A knowledge and decision-support platform for evidence-based land governance.
Mandate
Bhoomitra is conceived by the Policy, Monitoring and Evaluation (PME) Division of the Department of Land Resources, Ministry of Rural Development, to consolidate research, statistics, geospatial data, models and innovation activity on land governance into one accountable system. It supports land record modernisation, watershed development, wasteland reclamation, land acquisition and rehabilitation, tenure security and climate-resilient land use planning.
Principles
- Evidence first. Every AI answer, analytic result and simulation carries an evidence trace back to documents, datasets, layers, models and assumptions.
- Honest labelling. Values are marked OBSERVED, MODELLED, ASSUMPTION, SCENARIO or UNCERTAINTY. Synthetic demonstration records are always badged.
- Decision support, not decisions. Outputs inform officials and researchers; they are not official government positions or statistics.
- Security and accountability. Thirteen roles with granular permissions, approvals, session controls and an append-only audit log.
- Open standards. PostGIS, GeoJSON, STAC, OGC-style services, versioned REST APIs and open-licence boundary sources.
